This is similar to an auction, with an expiration date and the possibility, through a private message board, to communicate with Providers and negotiate terms.
Once negotiated, you can choose the winning bidder. The chosen Provider will then have the option of accepting or declining your terms within a specified time frame.
If he/she does not respond within the specified time (usually 24 hrs) the Buyer then has the option of choosing another bidder or extending his/her project. If the Provider responds within the said time frame, he/she will then begin to work on your project.
